What has changed in the Modified Stage 5 Standard?
The modification to the Stage 5 standard effectively removes any organizational additional layers of covid-19 procedures not required by federal, provincial, or local public health units.
The modification returns adventure and activity procedures and standards to pre-pandemic processes. Mainly, the removal of the Modified Adventure Application Form (MAAF) and re-installment of the Adventure Application Form (AAF).
***Federal, Provincial, and local health regulation still apply to all scouting activities.
Please discuss with your local commissioner to ensure programming is appropriate for the regions in which you scout.
Why has Scouts Canada made this modification now?
Our approach to pandemic response has always been to observe best practices and quickly adapt to ensure the safety and well being of our membership. In consultation and recommendation from our Council Leadership Teams, it has been identified that the time is right to cautiously take this small step forward toward the return to pre-pandemic operations. However, recognizing that the pandemic has not been declared over, a full removal of the Pandemic Program and Activity Modifications is not yet appropriate.
Why was only the Stage 5 Standard Modified why not all Stages?
Stage 5 being the final stage before the declared end to the pandemic is the only stage to be modified. Should pandemic and public health regulation warrant a return to more restrictive scouting activity the Modified Adventure Application Form will be required in the more restrictive stages of the Pandemic Program & Activity Modification.
Do I need a form for my regular section meeting now?
Maybe. Please refer to the Adventure Standard to identify which Risk Category your programming falls into and use the Adventure Application Form (AAF) where appropriate.
No. Although the Modified Adventure Application (MAAF)is aligned with the version history of the Adventure Application Form (AAF). The MAAF will no longer be updated as changes are made to the AAF.

Do I still need to wear a mask after I am fully vaccinated?
Throughout most jurisdictions in Canada, the masking mandate has been made optional and this applies to Scouts Canada meetings and events. In areas or locations that have retained a masking policy, Scouts Canada members are expected to wear a mask and comply with all related public health guidelines.
Do I need to be fully vaccinated to visit a Scouts Canada location?
As of September 1, 2022 the COVID-19 vaccination will no longer be required when visiting a Scouts Canada building or facility. This extends to all Scout Canada offices, headquarters, camps, and Scouting halls.
